Administrative and Governmental Responsibilities

Alongside his academic career, he has held senior positions within the institutional architecture of the Republic of Benin.

Academic Ethics: He serves as Deputy Delegate-General within the Delegation for Control and Ethics in Higher Education (DCE), a body attached to the Presidency of the Republic.

Governance: He served as Second Deputy Secretary-General of the Government of Benin.

Civil Identification: He is particularly known for having served as Managing Administrator of the National Agency for the Identification of Persons (ANIP), where he contributed to major reforms in biometric identification and civil identity management in Benin.

Biography

Prof. Cyrille Gougbédji is Deputy Secretary-General of the Government of Benin, a senior academic at the University of Parakou and Associate Professor in Public Law under the CAMES system.

As a scholar and public administration leader, he has built a distinguished career at the intersection of public law, administrative governance, institutional diplomacy, public sector leadership and State modernization. With more than 20 years of command and leadership experience within public administration, he brings to the SIRAGA Forum a strong understanding of institutional decision-making, regulatory frameworks, public policy and the strategic role of governance in Africa’s technological transformation.

He holds a Doctorate in Public Law from the University of Abomey-Calavi in Benin, a Master’s degree in International Environmental Law from the University of Limoges in France, and an Advanced Studies Diploma in Democracy and Human Rights from the UNESCO Chair in Human Rights and Democracy at the University of Abomey-Calavi.

He is also trained in education engineering and employment systems through the University of Toulouse 1 Capitole in France. His academic and professional background reflects a rare combination of legal expertise, institutional experience, administrative leadership and strategic capacity-building.

Within the SIRAGA Forum, Prof. Cyrille Gougbédji contributes to the reflection on governance, public institutions, regulatory frameworks, institutional diplomacy, public sector modernization and the legal conditions required for Africa’s technological sovereignty.
