Colonel Abé Aké Lazare is a senior Ivorian officer specialized in maritime management. He serves as Director of the Interregional Maritime Security Institute (ISMI) within the Regional Academy of Maritime Science and Technology (ARSTM) in Abidjan. His role is to coordinate the training of experts and senior officials from the 25 States of the Gulf of Guinea, with the objective of strengthening maritime safety and security across the region.
Colonel Abé Aké Lazare is Director of the Interregional Maritime Security Institute (ISMI), located within the Regional Academy of Maritime Science and Technology (ARSTM) in Abidjan, Côte d’Ivoire.
A senior officer and Principal Administrator of Maritime and Port Affairs, he plays a strategic role in maritime security training, regional cooperation and capacity-building for civil and military administrations across the Gulf of Guinea. Under his leadership, ISMI contributes to strengthening the skills of maritime administrations, naval forces, port authorities, customs, police, fisheries, environmental agencies and other actors involved in safety and security at sea.
His work is closely aligned with the maritime security architecture of the Gulf of Guinea and the broader regional need to address piracy, illicit trafficking, illegal fishing, maritime pollution, port security and the governance of the blue economy.
In May 2025, Colonel Abé Aké Lazare was elevated to the rank of Officer in the French Order of Maritime Merit, a distinction recognizing his commitment to maritime safety, security and international cooperation in West and Central Africa.
Within the SIRAGA Forum, Colonel Abé Aké Lazare brings a high-level institutional perspective on maritime security, regional governance, capacity-building, interagency cooperation and the role of drones, geospatial intelligence, surveillance systems and emerging technologies in securing Africa’s maritime spaces.
